The CAREAssist program (ADAP) helps to pay for HIV medications. You will be assigned to a benefits group based on what percentage of the Federal Poverty Level you earn. The CAREAssist manual describes the program in full (pdf format), or a case manager will assist you. A clickable map of case managers is available county by county. To be eligible for this program

  • your income can be no more than 300% of Federal Poverty Guidelines. HIV Medical Case Management is exempted from this requirement
  • You must be HIV positive as verified by a medical provider, and enrolled in HIV Medical Case Management
  • You must reside in Oregon and have a physical address. A PO Box is not an acceptable address
  • Homeless persons must have a signed declaration by their case manager
  • Documentation must be submitted to support income declaration
  • Your primary residence must be in Oregon, outside of Clackamas, Columbia, Multnomah, Washington, Yamhill Counties

Oregon's CAREAssist (ADAP) can assist in paying part or all of your insurance premiums. Coverage can include, but is not limited to

  • an individual policy
  • COBRA continuation policy
  • an Oregon Medical Insurance Pool (OMIP) policy
  • an Oregon Health Plan (OHP) policy
  • Medicare Part D premium supplement

CAREAssist will pay for part or all of your prescription drugs

  • If you have medical insurance that pays for 50 percent or more of the cost of prescriptions, CAREAssist can pay the deductible, copayments, or both on any prescription

  • If you do not have health insurance, or if your policy covers less than 50 percent of the cost of a prescription, CAREAssist can pay for any of the prescription drugs included in our list of FDA-approved medications

CAREAssist Program Information

  • Insurance - The program will pay the health insurance premiums for accepted clients. In some cases, the program will be able to directly pay an employer to stop payroll deductions for insurance coverage. Oregon has an open drug formulary until the insurance coverage takes place. Once insurance takes effect what gets paid for matches your insurance policy pharmacy benefits.

  • Prescription Co-Pays - The program covers all prescription co-pays and is not limited to HIV specific treatments. Payment is usually made to the retail pharmacy after the primary insurance has been billed. CAREAssist does not distinguish between co-pays and deductible expenses.

  • Medical Services Co-pays - The program pays medical services co-payments after the primary insurance has been billed. Typically, these medical services include laboratory services, radiology services, mental health and substance abuse treatment services, and both outpatient and inpatient medical care. The maximum annual amount for each client benefit group may vary year to year based on available funding and applies to dates of services occurring during the calendar year.

  • Bridge Program - The applicant's primary or HIV specialty medical provider must apply for this coverage. Provides up to a 90 days supply of medications. CAREAssist has an Open Drug Formulary for Bridge clients. This means that any drug deemed necessary by the medical provider to maintain the client while he/she is completing application to CAREAssist and waiting for health insurance coverage to start is covered. Additionally, CAREAssist will pay for a limited number of listed services and laboratory procedures needed by a medical provider to assess for appropriate HIV related treatment. Typically all laboratory tests necessary to allow a medical provider confidence in prescribing medications to treat HIV disease will be covered and well as a limited number of doctor visits consistent with the U.S. Public Health Service Treatment Guidelines for HIV. A list of allowable procedure codes may be obtained by contacting the program. Client must have laboratory verified HIV+ status and must be currently residing in Oregon. Client must have income that is 250% or below of the Federal Poverty Level (March 1, 2007 - April 30, 2008: $2,127 per month for a family of one)

  • Pre-Insurance Medication Coverage - Pre-coverage medication access is provided to any client who has completed enrollment with the program and whose insurance coverage for prescription drugs is delayed. Most often this time period will be for 30 days or less, as most prescription coverage starts the 1st of the month following the insurance application acceptance/approval for coverage. CAREAssist has an Open Drug Formulary for these clients while they are waiting for insurance prescription coverage to start.
