Anyone with HIV/AIDS may apply for services. Service priority is given to case management, medication and medical assistance (HIV related issues only). Documentation of HIV status and verification of your individual and household income is required. You participate in an Intake and Assessment process to determine if you are eligible for the different services. The AIDS Drug Assistance Program (ADAP) is one of the Programs.


AIDS Drug Assistance Program

FDA approved drugs for HIV and related conditions are available to underinsured and uninsured HIV-positive people in Alaska at no cost. However, you can not have other sources of income or benefits that would cover the cost of these medications. The drugs that are available are part of the formulary for Alaska ADAP. The drugs are distributed through a central pharmacy. They are available to an individual in Alaska who:
  • is HIV-positive and an Alaska Resident (for at least 30 days)
  • has an income of 300% or less of the Federal Poverty Level for Alaska
  • is a client of either Interior AIDS Association or Alaskan AIDS Assistance Association
  • has no other assets, or assets that fall within the Medicaid eligibility range
  • is willing to provide required documentation and sign agreements such as an Informed Consent Agreement and an Intent to Stay letter.

Other Programs - Housing

  • HOPWA (Housing Of People With AIDS) - An individual must have a HIV positive or AIDS diagnosis. Income meets the low income definition established by HUD (less than 80% of the mean income). Family members of eligible individuals may also receive services but all services are dependent upon funding availability.

  • SHP (Supportive Housing Grant) - You must meet the income and requirements of a HOPWA grant. These grants are for people who are homeless or in "imminent danger" of becoming homeless. A shelter, law enforcement agency or social service agency must verify your housing status. Documentation such as an eviction notice, or the results of an HQS inspection that determines that you live in substandard housing alone or with your family is required. Like other programs, the amount of eligible funding will also determine if you are able to receive this service.

  • Shelter Plus Care (S+C) - Besides having AIDS or being HIV-positive, you must meet the low income definition established by HUD (less than 50% of the mean income), and you must have a documented disability. Family members may also receive this service, depending on funding available.

Family is defined in the HUD regulations as a household of two or more related persons. The term family also includes one or more eligible persons living with another person or persons who are determined to be important to their care or well being, and the surviving member or members of any family described in this definition who were living with the individual with HIV/AIDS, in a Four A's subsidized unit, at the time of that individual's death.
